Don't use --cc to carbon copy people on code reviews

I just noticed in my most recent code review request that specifying the
--cc option to cc the review mail option to someone overrides the default
behaviour of cc'ing the wave-protocol-code-discuss list. The person is
probably on the mailing list anyway so just don't do it. This might be
resolved when we move to Apache's ReviewBoard instance.
